The People’s House

FACILITY USE, FEE SCHEDULE, AVAILABILITY, AND RESTRICTIONS

Purpose and Use of the Facility

The property will be used primarily to further the social justice mission of For The People (FTP) with Rapid and Just Climate Action through the activities of its fiscally sponsored programs including Kicking Gas, rePurpose Whidbey and the United Student Leaders.The facility will serve as the organization’s administrative and program headquarters and will provide space for the operation of nonprofit programs, classes, workshops, meetings, community events, and other mission-related activities.

The facility will include office and administrative space, program and activity areas, and flexible community-use spaces. When these spaces are not being used for the organization’s programs or operations, portions of the facility will be made available to community members, nonprofit organizations, small groups, educators, artists, and other community-based users for coworking, meetings, workshops, classes, and small-group gatherings.

Community use of the facility is intended to provide a beneficial service to the public on Whidbey Island while also supporting FTP’s ability to maintain and operate the property.

Schedule of Fees

For The People will maintain a reasonable and accessible fee schedule for use of available community spaces. Fees may vary depending on the type of use, duration, space requested, and whether the user is a nonprofit or community organization.

The People’s House Facility Use and Suggested Fees

  • Mission-related/community service use: Free or reduced fee, as approved
  • Nonprofit/community organization rate: Free or reduced fee, as approved
  • Small meeting room (up to 6–8 people) $20/hr
  • Small group / classroom space (up to ~15–20 people) $30/hr
  • Larger community/program entire property $40/hr
  • Half-day rental (up to 4 hours) $100
  • Full-day rental (up to 8 hours) $175
  • Coworking – day pass: $15/day
  • Coworking – 10-day pass: $100 
  • Coworking – monthly membership: $125

Fees are intended to offset a portion of the costs associated with operating and maintaining The People’s House and providing community access. Fees may be adjusted periodically based on operating costs, demand, and the FTP’s programming needs.

FTP will provide reduced-fee or no-fee access when appropriate for mission-related activities, nonprofit organizations, community-serving groups, educational activities, or other uses that advance the organization’s charitable and community purposes.

Availability of The People’s House

The People’s House will generally be available for community use during designated hours established by the FTP and its programs. Availability will be subject to FTP’s operating schedule, staffing, programs, events, and other mission-related activities.

Priority for use of the facility will be given to:

  1. FTP’s administrative and operational needs
  2. FTP’s programs, classes, workshops, and other mission-related activities
  3. Community-serving and educational activities
  4. Nonprofit and community organizations
  5. Other appropriate community uses, including coworking, meetings, workshops, and small-group rentals

Community spaces will be available by reservation when possible. FTP may limit or suspend availability of space at any time when necessary to accommodate nonprofit programs, special events, maintenance, repairs, staffing requirements, or other operational needs.

Use of The People’s House does not guarantee ongoing or exclusive access to any particular space.

Restrictions on Use

All users of The People’s House will be required to comply with FTP’s facility-use policies, applicable laws and regulations, and any reasonable rules established to protect the property, staff, volunteers, program participants, and other users.

The following restrictions will apply:

  • Use must be consistent with FTP’s mission and the intended community purpose of the facility.
  • Activities must comply with all applicable health, safety, occupancy, fire, accessibility, and other legal requirements.
  • Users may not damage, alter, or make permanent changes to the property without prior written approval.
  • Users are responsible for leaving spaces clean, orderly, and in substantially the same condition in which they were found.
  • Activities that create unreasonable noise, safety hazards, disruption, or interference with FTP’s programs or other users will not be permitted.
  • The People’s House may not be used for unlawful activities or activities that would jeopardize FTP’s nonprofit status or compliance with applicable laws.
  • Commercial activities, if permitted, must be approved in advance and must comply with FTP’s policies and applicable requirements.
  • FTP may require proof of insurance, waivers, permits, or other documentation for particular activities or rentals when appropriate.
  • FTP reserves the right to decline or discontinue a reservation when a proposed use is inconsistent with FTP’s mission, policies, safety requirements, or the intended use of  The People’s House.

Administration of Community Use

FTP will establish and administer the facility-use schedule and fee structure. Decisions regarding reservations and access will be based on space availability, program needs, appropriate use of The People’s House, and FTP’s mission and purpose. 

FTP intends for The People’s House to function both as a place where it can conduct its nonprofit operations and programs while also providing meaningful access to the public for appropriate community users when space is available. Community rentals and coworking opportunities are at once ancillary to, and supportive of, FTP’s primary nonprofit activities.
